On the afternoon of November 18, 2020, the 2020 "China and Central and Eastern Europe" International Academic Forum jointly organized by Shanghai Jiaotong University and Bulgarian National and World Economic University was successfully held. The School of Design and School of Agriculture and Biology of Shanghai Jiaotong University hosted the "China -Central and Eastern European Rural Revitalization and Urban-Rural Integration and Development" Sub-forum. Professor Che Shengquan, Deputy Dean of the School of Design, Shanghai Jiaotong University, and Professor Hrabrin Bachev from the Sofia Agricultural Economic Research Institute in Bulgaria presided over the forum.


The forum focused on the urban-rural integration and sustainable development of China and Central and Eastern European countries. Six experts from five countries including Bulgaria, Hungary, Romania, Serbia and Albania joined hands with Shanghai Jiaotong University School of Design, School of Agriculture and Biology, and Urban Governance in China Five experts from the Institute conducted in-depth discussions on urban agriculture, rural human settlements, rural industry development and ecological conservation. More than 50 people from home and abroad participated in this forum online.


Professor Etleva Dashi from the Agricultural University of Tirana, Albania, collected various cost and income data in the Dajti Mountain National Park and pointed out the lack of employment, population reduction, lack of infrastructure, abuse and over-utilization of forest resources, etc. Problem: At the same time, the distribution of tourist visits in national parks is extremely uneven, causing greater pressure on the ecology of hotspot areas.


Professor Zhou Pei, secretary of the School of Agriculture and Biology of Shanghai Jiaotong University, analyzed the development of China's urban agriculture in the context of rural revitalization, defined the four major functions of urban agriculture, and established a low-carbon and efficient urban agricultural industry model and China's urban agriculture The development evaluation index system discusses the ecological path of sustainable development of urban agriculture in China.

Professor Hrabrin Bachev from the Sofia Agricultural Economic Research Institute in Bulgaria put forward the concept of management sustainability, and believes that management sustainability is the fourth pillar of Bulgaria's agricultural sustainability after economic sustainability, social sustainability, and environmental sustainability. Through surveys of typical Bulgarian farms, 22 aspects of CAP implementation and EU policy benefit satisfaction were evaluated, and the evaluation framework was tested and improved to enhance its accuracy and representativeness.

Professor Lu Jiang, director of the Viticulture and Winemaking Center of the School of Agriculture and Biology, Shanghai Jiaotong University, introduced the distribution and industrial development of grapes in China systematically, and explained the technical system of restricted root cultivation models in southern my country and the prospects for the development of integration of primary, secondary and tertiary industries And the introduction and industrialization prospects of Muscat grape varieties were discussed in detail.

Assistant Professor Gu Xiaokun of the Urban Governance Institute of Shanghai Jiaotong University demonstrated the theoretical application of the rural multifunctional conceptual framework model by analyzing four rural examples in Shanghai, Ningbo, Suzhou and other places. Based on the analysis of the whole and the individual cases, Gu Xiaokun pointed out that the rural multi-functionality in the Yangtze River Delta region of China has experienced four development processes: the traditional function stage, the self-transfer stage, the government funding stage and the duration participation stage.


BIRÓ Szabolcs, a senior researcher from the Budapest Agricultural Economic Research Institute, Hungary, has evaluated the effects of agricultural subsidies on agricultural production taxes by evaluating the various production factors of Hungary's agricultural income in the past, and has systematically explained Hungary's agricultural economy based on the value of cultivated land.

Liu Jiaoyue, Director of the Office of Scientific Research and Internationalization of the School of Agriculture and Biology, Shanghai Jiaotong University, explained the opportunities and challenges of global agricultural education and scientific and technological exchanges in the post-epidemic era from the perspective of education and academic cooperation with international academic institutions in the rural and agricultural fields. Propose future development strategies for global education cooperation in terms of exchanges and training, multilateral cooperation, and institutional development.

Professor Che Shengquan, deputy dean of the School of Design of Shanghai Jiaotong University, took 16 villages in Bulgaria as the research object, established a rural leisure resource evaluation system in terms of regional spatial structure, ecological environment resources, and architectural cultural resources, and evaluated the 16 villages overall Taking Ognyanovo Village as an example, we proposed a rural leisure landscape plan based on the rich local cultural resources, formed a "one core and two axis" landscape system, and pointed out a variety of optimization model suggestions for the local village courtyard.

Dr. Vassil Stoychev from the Sofia Institute of Agricultural Economics analyzed the population mobility coefficient of Bulgaria and stated the main problems faced in the process of urbanization in Central and Eastern Europe, horizontally compared the current population mobility in rural and non-rural areas, and proposed to develop digitalization and informatization. Technology is a rural revitalization strategy to reduce labor loss in rural areas.

Mihai Chitea, a senior researcher at the Bucharest Institute of Agricultural Economics, combined the theoretical elements and evaluation models of regional competitiveness, and put forward 6 criteria covering economy, population and labor force, infrastructure, education, health, etc., to comprehensively evaluate the rural competitiveness of Romania Based on this, combined with typological methods, the villages and towns are sorted and summarized to determine the regional development potential.

Assistant Professor Marija Nikolić from the University of Belgrade shared the successful experience of Serbia’s rural cooperative business model to promote rural revitalization. Through research and collection of large amounts of data, he verified the relationship between the development and structure of the economy, rural cooperatives and local policies and legal support, and proposed to develop and strengthen the rural cooperative model Applied strategies and recommendations.


During the seminar, the participating experts conducted in-depth discussions on academic cooperation, talent training, industrial services, etc., especially on the coordinated development of urban and rural areas in China and Central and Eastern Europe, rural revitalization paths, human settlement health and sustainable industrial development.
